This bracket starts there: a clean 8-team single-elim, three rounds, seven games. When do you print an Elite 8 bracket?

After the Sweet 16 finishes. Usually the second Friday of the tournament. Eight teams left, two per region, and the bracket fills in cleanly from there.

How is this different from the Sweet 16 bracket?

Only the starting point. The Sweet 16 bracket opens with 16 teams and four rounds; the Elite 8 opens with eight and three. Pick whichever round you're printing for.
